HDB Loan Eligibility 2026: Income Ceiling, HFE Letter, Loan Limit and How Much You Can Borrow
Last verified: 30 October 2026. Short answer: to get an HDB loan, at least one buyer must be a Singapore Citizen, your household must not have taken 2 or more HDB loans, and average gross monthly household income must not exceed S$16,000 for families or S$8,000 for singles [MyNiceHome]. You must first get an HDB Flat Eligibility (HFE) letter [HDB]. HDB lends up to 75% of the price or value [HDB], instalments are capped at 30% of income [MoneySense], and the rate is 2.6% a year [MyMoneySense].

Step 1: check the eligibility conditions
| Condition | Requirement |
|---|---|
| Citizenship | At least 1 applicant is a Singapore Citizen [HDB] |
| Previous HDB loans | The core family nucleus has not taken 2 or more housing loans from HDB [HDB] |
| Income ceiling | S$16,000 for families and S$8,000 for singles (raised in August 2026 for HFE applications from 24 August 2026) [HDB news release, 22 Aug 2026] [MyNiceHome] |
| Private property | Must not own or have an interest in private residential property in Singapore or overseas, or have disposed of one in the 30 months before the HFE application [MyNiceHome] |
| Employment | You must be working when you apply for the HFE letter and when HDB disburses the loan [MyNiceHome] |
| Singles | Aged 35 and above, buying a 2-room Flexi flat on a 99-year lease from HDB or a 5-room or smaller resale flat [HDB] |
Extended families have a separate, higher ceiling; check HDB's page for the current figure. HDB loans are not available for 2-room Flexi flats on short leases or Community Care Apartments [HDB].
Source note on the income ceiling: the S$16,000 (families) and S$8,000 (singles aged 35 and above) ceilings are confirmed in HDB's news release of 22 August 2026, for HFE letter applications from 24 August 2026. The rise from S$14,000 to S$16,000 was announced in the National Day Rally 2026 speech (Prime Minister's Office). The same figures are as reported by MyNiceHome. When we checked on 30 October 2026, HDB's housing loan page still showed the older S$14,000 and S$7,000 ceilings. We follow HDB's newer news release; check with HDB if you are unsure which applies to your HFE letter.
Older overview with formulas: How HDB loan eligibility works.
Step 2: apply for the HFE letter
- Log in to the HDB Flat Portal with Singpass.
- Fill in the HFE application with everyone who will be listed on the flat, and give consent for HDB to check income and credit records.
- Upload income documents if asked (for example, payslips or CPF contribution history; self-employed buyers usually submit Notices of Assessment).
- Wait for the HFE letter. It shows whether you can buy a new or resale flat, the grants you may get, and the HDB loan amount [HDB].
- Use the HFE when you book a new flat or submit a resale application.
Step 3: understand how much you can borrow
| Limit | Rule |
|---|---|
| Loan-to-value (LTV) | Up to 75% of the price (new flat) or of the lower of the resale price and value (resale flat), if the lease covers the youngest applicant to 95 [HDB] |
| Shorter lease | A lower LTV pro-rated from 75% [HDB] |
| Loan period | Shortest of 25 years; 65 minus the average age of applicants; or the remaining lease minus 20 years [HDB] |
| Mortgage servicing ratio (MSR) | Monthly instalment no more than 30% of gross monthly income [MoneySense] |
| Interest rate | 2.6% a year, 0.1% above the CPF OA rate [MyMoneySense] |
HDB also looks at your age, income, debts such as car loans and credit cards, repayment history and cash savings [MyNiceHome]. It reviews your finances again near completion; if they have worsened, the loan may be reduced [MyNiceHome].
Worked example (our own arithmetic)
A couple with S$9,000 gross monthly income can pay at most S$2,700 a month under the 30% MSR. At 2.6% over 25 years, S$2,700 a month supports a loan of roughly S$595,000. For a S$600,000 resale flat valued at S$600,000, the 75% LTV limit is S$450,000, so the LTV, not income, is the binding limit and they need S$150,000 from CPF OA and cash. Try your own numbers in our HDB loan calculator.
Step 4: before the loan is disbursed
- Use your OA savings for the purchase first; each buyer may keep up to S$20,000 in OA [HDB].
- Keep working: you must be employed when the loan is disbursed [MyNiceHome].
- Avoid taking new large debts before completion.
HDB loan or bank loan?
A bank loan needs a 5% minimum cash downpayment at 75% LTV and falls under the 55% Total Debt Servicing Ratio [MoneySense]. Bank rates can be lower or higher than 2.6% depending on the market, but the HDB rate has stayed stable because it is pegged to the CPF OA rate [MyMoneySense]. If you switch from HDB to a bank you generally cannot switch back. See how much CPF you can use in our CPF housing usage guide.
