How HDB Loan Eligibility Works

Try the related calculator

To take an HDB housing loan you need a valid HDB Flat Eligibility (HFE) letter, at least one Singapore Citizen applicant, and an average gross monthly household income within the ceiling ($14,000 for families). The loan is capped at 75% of the price or value, and the monthly instalment at 30% of gross monthly income (the MSR).

Example: on S$8,000 of household income, the 30% MSR allows up to S$2,400 a month, which supports a loan of about S$529,000 at 2.6% over 25 years, before the 75% limit and HDB’s own assessment.

Buyers of HDB flats in Singapore can finance the purchase with an HDB concessionary housing loan or a bank loan. This guide explains how eligibility for the HDB loan is assessed and how the main limits work together, based on HDB and CPF Board information. HDB makes the final assessment, so treat the numbers here as an estimate.

Step 1: the HDB Flat Eligibility (HFE) letter

HDB asks buyers to apply for an HFE letter through the HDB Flat Portal before buying. It tells you whether you can buy a new or resale flat, which grants you may get and how much HDB housing loan you are eligible for. HDB says processing takes about a month after it receives the full set of documents, and you need a valid HFE letter to apply in a sales exercise (HDB: FAQs on sales exercises).

Step 2: the basic eligibility conditions

According to HDB's housing loan page, the main conditions include:

  • Citizenship: at least one applicant is a Singapore Citizen.
  • Previous loans: the core family nucleus has not taken 2 or more HDB housing loans.
  • Income ceiling: average gross monthly household income must not exceed $14,000 for families, $21,000 for extended families, or $7,000 for singles buying under the Single Singapore Citizen Scheme.
  • Other property: conditions apply if anyone in the household owns or has an interest in other property in Singapore or overseas.

Applicants also have to meet HDB's credit assessment criteria. HDB's income guidelines say you must be working when you apply for the HFE letter for your income to be counted for an HDB loan.

Step 3: the limits on how much you can borrow

Three separate limits apply. Your loan is the smallest of them.

Loan-to-value (LTV): up to 75%

For a new flat, the HDB loan can be up to 75% of the purchase price. For a resale flat, it is up to 75% of the lower of the resale price or the flat's value. The limit is lower if the remaining lease does not cover the youngest applicant to age 95.

Mortgage servicing ratio (MSR): 30%

The monthly instalment cannot exceed 30% of gross monthly household income (HDB: credit to finance a flat purchase). HDB loans are not subject to the TDSR, but bank loans for HDB flats are subject to both the 30% MSR and the 55% total debt servicing ratio (TDSR).

Loan tenure: up to 25 years

HDB sets the tenure as the shortest of 25 years, 65 minus the applicants' average age, and the remaining lease minus 20 years. A shorter tenure means a higher instalment for the same loan, so it can reduce how much the MSR allows you to borrow.

The interest rate

The HDB concessionary rate is pegged 0.1 percentage point above the CPF Ordinary Account rate and reviewed quarterly. CPF Board confirms it is 2.6% a year from 1 October to 31 December 2026, with the OA rate at 2.5% (CPF Board). HDB may assess how much you can borrow using a more conservative rate, so your approved amount can be lower than a simple calculation.

The formulas

Maximum instalment (MSR) = 30% × gross monthly household income
Loan supported by MSR = instalment × [1 − (1 + r)−n] ÷ r
Maximum loan = lower of the MSR loan and 75% × price (or value)
r = annual rate ÷ 12 ÷ 100, n = tenure in months

Worked example

A couple earns S$8,000 a month between them and wants a S$600,000 resale flat valued at S$600,000, with a 25-year tenure.

  • MSR limit: 30% × S$8,000 = S$2,400 a month.
  • Loan that S$2,400 supports at 2.6% over 300 months: S$2,400 × [1 − (1 + 0.002167)−300] ÷ 0.002167 ≈ S$529,000.
  • LTV limit: 75% × S$600,000 = S$450,000.
  • Result: the LTV limit is lower, so the most they could borrow is about S$450,000, with the other S$150,000 paid from CPF OA savings and cash.

A S$450,000 loan at 2.6% over 25 years costs about S$2,041 a month, well inside the S$2,400 MSR cap. If their income were S$6,000, the MSR cap would be S$1,800 a month, supporting only about S$397,000, and the MSR would become the binding limit.

Using CPF savings

HDB generally expects buyers to use their CPF Ordinary Account savings towards the purchase first, and the HDB loan covers what is left, subject to the limits above. With an HDB loan, each buyer can choose to retain up to S$20,000 in their OA; the rest of the available OA savings must go towards the flat before HDB grants the loan (HDB, CPF Board, checked 20 October 2026). With a bank loan you can retain any amount. Check your figures in your HFE letter and financial plan.

Common mistakes

  • Treating the MSR result as the loan you will get. The 75% LTV and HDB's assessment can make it smaller.
  • Forgetting that tenure depends on age and remaining lease, not just the 25-year maximum.
  • Counting bonuses or irregular income. HDB's guidelines set out which income is counted.
  • Switching to a bank loan without checking the rules. You can refinance an HDB loan with a bank, but once you do, you cannot refinance that loan back to HDB (HDB: refinance, checked 20 October 2026).

Frequently asked questions

What is the income ceiling for an HDB loan?

According to HDB, average gross monthly household income must not exceed $14,000 for families, $21,000 for extended families, or $7,000 for singles buying under the Single Singapore Citizen Scheme.

How much can I borrow with an HDB loan?

Up to 75% of the price or value of the flat, provided the monthly instalment stays within 30% of gross monthly household income. Your loan is the lower of the two limits, and HDB makes the final assessment.

What is the MSR for HDB loans?

The mortgage servicing ratio caps the monthly instalment at 30% of gross monthly household income. On S$8,000 of income, that is S$2,400 a month.

What is the HDB loan interest rate?

2.6% a year from 1 October to 31 December 2026, which is 0.1 percentage point above the CPF Ordinary Account rate. It is reviewed quarterly.

Do I need an HFE letter for an HDB loan?

Yes. HDB asks buyers to obtain an HDB Flat Eligibility letter, which states the HDB housing loan amount you are eligible for, before buying.
